TRAI issues Recommendations on Issues relating to Uplinking Downlinking of Television channels in India

The Telecom Regulatory Authority of India (TRAI) released the recommendations on issues relating to Uplinking-Downlinking of TV channels in India. In view of increasing number of TV channels, the Ministry of Information and Broadcasting had requested TRAI to furnish its recommendations on review of policy on uplinking and downlinking of TV channels in India.
The key recommendations include:
- No cap on number of satellite based TV channels meant for downlinking and uplinking from India
- Networth requirements to be revised for news and non-news TV channels and teleports
- Eligibility criteria for registration of a TV channel to be revised to include experience in media sector
- The period of permission for uplinking/downlinking permission to be made uniform for 10 years
- Permission fee to be revised and charged annually and transfer of permission not to be permitted
- India to be developed as a teleport hub
TRAI issues Tariff Order for addressable systems - DTH, HITS, IPTV and digital addressable Cable TV

The Telecom Regulatory Authority of India (TRAI) issued, on 21st July 2010, the Telecommunication (Broadcasting and Cable) Services (Fourth) (Addressable
Systems) Tariff Order, 2010 for addressable systems.
The cable and satellite TV sector of the country is largely analog and non-addressable. The analog systems have capacity and quality constraints and cannot offer choice to the subscribers. The Authority is working actively to promote Digital Addressable systems so as to improve the quality of service to the consumers. The tariff order issued, on 21st July 2010, is in line with these efforts.
This tariff order covers all digital addressable systems such as DTH, HITS, IPTV, and digital addressable Cable TV. The order comes into effect from 1st September 2010. The full text of the tariff order is available on TRAI website www.trai.gov.in
Last Date for Comments on Consultation Paper on Telecom Unsolicited Commercial Communications Regulations Extended

Telecom Regulatory Authority of India (TRAI) had invited comments of stakeholders on Review of Telecom Unsolicited Commercial Communications Regulations on 11th May, 2010. The last dates for receiving comments and counter comments were fixed as 10th June, 2010 and 21st June, 2010 respectively. Considering the requests received from various stakeholders, the last dates for receiving comments and counter comments were extended till 18th June, 2010 and 5th July, 2010 respectively.
Requests were again received from stakeholders for further extension of time for sending their comments. In view of the importance and sensitivity of the issue to the public, the Authority decided to extend the last date for submission of written comments/counter comments by all stakeholders up to 30th July, 2010. Stakeholders are requested to submit their comments before this date preferably in electronic form at advqos@trai.gov.in
Telephone subscriber base reaches 671.69 million by June end

The number of telephone subscribers in India has increased to 671.69 million at the end of June-2010 from 653.92 million in May-2010. As per the figures data released by Telecom Regulatory Authority of India (TRAI), it has registered a growth of 2.72%. With this, the overall tele-density in India has reached 56.83.
Wireless subscriber base has increased from 617.53 million in May-2010 to 635.51 million at the end of June-2010 registering a growth of 2.91%. Wireless tele-density stands at 53.77.
Wireline subscriber base declined from 36.39 million in May-2010 to 36.18 million at the end of June-2010 with overall Wireline teledensity of 3.06. Total Broadband subscriber base has increased from 9.24 million in May-2010 to 9.45 million in June-2010, there by showing a growth of 2.27%.
Mobile connections in India will grow by 27.3 % in 2010: Gartner

Mobile connections in India will grow by 27.3 % in 2010 to reach in excess of 660 million, according to Gartner Inc. Mobile service revenue in India will reach US$19.8 billion by the end of the year, up 19.7 % from 2009.
In 2010, mobile penetration in India is projected to grow 55.9 %, and Gartner expects the Indian mobile industry to grow at double-digit rates till the end of 2012 with mobile penetration increasing to 72.5 % in 2012. Mobile market penetration is projected to increase further to 82 % by 2014, mainly due to the service providers increasing their focus on the rural market and lower handset prices.
By the end of 2014, total mobile services revenue in India is forecast to exceed US$23 billion, and India is expected to remain the world’s second largest wireless market after China in terms of mobile connections.
